The international medical crime drama The Outlaw Doctor jointly produced by Public Television Service (PTS), Chunghwa Telecom, and Greener Grass Production was unveiled at a press conference on June 21. The producer Tang Sheng-jung and the director Liao Shih-han along with the 5 leading roles, Janine Chang, Vietnamese award-winning actor Liên Bỉnh Phát, Weber Yang, Wilson Hsu, and Tenghung Hsia all gathered at the conference. Cindy Shyu, the president of PTS, stated that The Outlaw Doctor, which has been developing for 4 years, combines the issues of migrant workers, medical care, and crime genre. This unique genre was developed by producer Tang with the "PTS Drama Incubation Program" team, encapsulating the migration issues that PTS has always been focusing on.

The Outlaw Doctor reveals the story of a foreign doctor, played by Liên Bỉnh Phát, who is working illegally in Taiwan and is forced to flee due to medical disputes. While he is being pursued by both police and Mafia, neurosurgeon Janine Chang unexpectedly lent a helping hand. Two lonely souls fighting alone meet each other.

The series is 10 episodes and produced by the award-winning teams of the Golden Bell and The Golden Horse Awards and features a stellar international cast from the Philippines, Malaysia, Thailand, and Indonesia. Half of the drama's dialogue is foreign. Vietnamese leading actor Liên Bỉnh Phát speaks in English for over 90% of his lines. Janine Chang also speaks a high percentage of English lines. She said: "After The Hospital, this is the second time I'm taking on the role of a doctor, but It is a completely different path from when I was younger. It is an extraordinary role!"

The other cast members also faced many challenges. Actor Weber Yang, who actually speaks fluent English, has to portray a character with broken English. In the meantime, Tenghung Hsia plays a police officer in the international affairs division, which means he has to speak fluent Indonesian, Vietnamese, and English. Wilson Hsu is also set to play a relentless prosecutor for the first time.

PTS’s president Cindy Shyu stated that they hope The Outlaw Doctor will help bring to the spotlight the usually unseen aspects of society and contribute to its betterment.
